Oh, it is something that came up in a thread between Fairy Fixit and the Fool, where he was messing with alternate timelines. The DoD AU is so focused on the city of Varrock that almost nothing about the rest of the world is revealed, much less about the moon, where the fairies reside. There are hints here and there, but not much.
Maybe without [Player Character], no one was around to stop the Fairy Mafia except for Fixit with her newly developed toothbeasts and her decidedly more militaristic sister leading a rebellion after the Fairy Queen dies due to lack of [Player Character]'s help.
And after that, who knows? Being able to grow an army of toothbeasts spartoi style and build teleporters that make military logistics stupid easy opens up interesting possibilities. The only thing that would slow down a fairy empire would be anti-teleportation magic.
Curiously, Zemouregal's AU Varrock is full of anti-teleport measures. And Zemouregal did seem too busy to work on conquering the rest of the world. He doesn't feel like the type that would stop at one city.
